He was never BM's lackey in the same was Kizaru or GB is to the WG. There were multiple times in his fight with Luffy where he could have killed Luffy, but chose not to due to the respect he has for Luffy.
He was talking about bootlicker's/people being subordinates to others and following their orders. Katakuri is nearly a 50 year old man who is afraid of his mother and wants Luffy to come back and beat her so he can be free. Now tell me how does this type of character can have CoC and other's like Akainu and other Admirals can't have it. We know for sure that Garp and Sengoku at least had it and yet both are subordinates of WG.

Yamato wants to be like Oden. Oden was a conqueror because he literally conquered Kuri from criminals like Ashura Doji.
Chinjao was a leader of his fleet.

Admirals are pawns of the CDs. Being an admiral isn't inherently a kingly ambition. Admirals can be conquerors, Sengoku was one. However, Kizaru and GB are both bootlickers and it makes no sense for them to be conquerors.
I mean you can sort of argue that all three have shown their own will. Yamato has rebelled against Kaido throughout her life, Chinjao was a king/leader, Doflamingo was another king. In their domains they are the highest. Doffy being afraid of Kaido is another thing, the guy had no respect for Admirals (even though he can't beat them).

I am talking about Yamato, not Oden. Try again. Yamato is so much a "bootliker" that goes around saying the she doesn't exists and others have to call her "Oden". We are beyond bootlick and total lack of personality, but well inside mental illness.

At the end, is all a "Admiral can't have Coc because I decided is not a sufficient ambition and I decided that all the other CoC users that are not the head of something are magically different".
Kizaru has how own vision of justice as Sakazuki or Kuzan. They just do what they think is right, be it following orders (and Kizaru knows very well Vegapunk's crime) or not. Mich more than a Yamato could say.

Non besides Akainu has the luck to have advCoC… and if by some chance Akainu doesn’t face Luffy then he won’t have it. The rest ain’t up for the challenge.
What kingly ambitions does Kata have? He has CoC but seriously what kingly ambitions? What kingly ambitions did WB have, he literally refused to sit on the throne. Cant believe I am making case for Admirals to have CoC. Being an Admiral should itself be a kingly ambition, you are literally aiming to be the strongest known member of the strongest organization in the world. To the public only fleet admiral is higher but generally the Admirals are aimed for or talked about.
