According to Oda himself, Wano is heading towards something he didn't initially imagine:
Many people also don't know that the story for the Wano arc in its entirety was properly laid out during Zou (you can see that for instance in the name change Kogetsu -> Kozuki).
I think that Oda did not plan the Yonkou alliance at all at the beginning, defeating 2 emperors at once makes the most sense in terms of an unexpected outcome. I also think that a generic final blow etc. is not that you'd call a surprising ending.
It's also funny that Oda mentions Ennies Lobby being difficult to surpass in regards to emotions, yet this is one of the missing factors of Wano (besides lacking seriousness of the SH's) that prevent me of put this arc over MF and the former.
