I said this in the spoiler thread already. Gaban even though I like him a lot as a character, is basically the baseline for a haki based top tier. He has basic FS, advCoC, good sensory CoO and good enough stats. But he's neither a haki god or a physical monster.
For a No3 extremely powerful and great, but that's just it.

All the while Shanks is the max'ed out version of that human haki based top tier type.
Luffy and Kid or something like Blood Thirsty drunk Kaido and base Kaido. Similar, but worlds apart.

How is he not a physical monster? He has the best speed feats of the old gen, and his physical strength alone was enough to make Luffy and Zoro go all out, destroy a giant castle, and make the range of his slash so huge it cut even the clouds in the sky.

Physically he is up there with Garp as the strongest physically of the old gen.
