Now that i think about it when Gaban said there's one more haki user around you he can't consider Zoro because his haki was already overflowing so he would just assume he knows it and even Luffy knew it so it wasn't a secret at all. Why would Gaban just state the obvious when he had such an injury and hurt himself more. Gaban was talking about Sanji since it is more impressive to know COC haki when others can't sense it, which is a feat benefiting number 2 of Roger pirates.

You're missing the point here,
Sanji before would have loved to have CoC, but now that He heard Zoro has it, He "Needs" CoC,
Now, Sanji is in "I need to Power Up" Mood,

If Gaban told him: "Yes, you have CoC", then Sanji have nothing to worry about,
He got his Confirmation same as Zoro, & if He shows it in their Next Fight, it won't surprise Zoro cuz He also didn't know He had CoC,

Now, i'm not saying Oda can't give Sanji CoC, that's obviously the easiest Scenario He could go for here,
But it's also highly possible that Gaban's Words were only to make Sanji wrap his head around finding something that Compensates for his lack of CoC (Regardless if He ever gonna have it or not later on),

If CoC really Counters everything, then only another CoC can oppose it, so how can Sanji answer himself on how to compete with Zoro?
Thankfully Sanji is not a DF User or a Lunarian or Cyborg ... etc He is supposed to Surpass all kinds of Defenses, so this Scene should be his Motivation to come up with something that can handle CoC outside Haki (Just like Kizaru/Vega couldn't explain how He countered that Laser),

Quite the contrary.
  • Aokiji, Garp, Ivankov and WB didn't sense it in Luffy
  • Trebol didn't sense it in Doflamingo
  • Kaidou didn't sense it in Yamato
  • Luffy and Mihawk evidently didn't sense it in Zoro

Gaban said something Sanji didn't like and was surprised by.

We will learn what that was when Sanji awakens CoC (probably something to do with holding back).

We don't know what Gaban said to sanji, maybe he said even if you have it awakening might be impossible because of how great it is.

Probably something negative thats my guess I probably think he said he doesn’t have it but narratively he will prove Gaban wrong I think .
