He either doesn’t know what Fujitora did or he just doesn’t want to punish an Admiral because the Marines keep the pressure off of the Celestial Dragons. Or he doesn’t want the world to know that the Celestial Dragons keep slaves.
I highly doubt weak ass CD fodder #684 is brave enough to sentence Aramaki to death but Garling isn’t brave enough to sentence Issho.

Well I doubt any CD can sentence any Admiral to death because that just seems like a horribly inefficient system lol but the fact remains that that guy was not afraid to threaten Aramaki to his face and probably would’ve tried to have him punished. If that guy was brave enough than Garling is brave enough.

Tensei did his investigation and came to the conclusion the reason RA commanders escaped was due to the admirals not being able to bring out their true powers.
The fight is only brought up by Jabra who was watching from far.
So the likelihood of the CD knowing is pretty low, as most of the CD would've been evacuated from that area. And more than likely Jabra and co who did see the fight happening, didn't report it.

The fight literally happened in the middle of the Holy City. I find it very difficult to belive that no one saw anything.
And we are talking about two admirals fighting, not two random fighters.
