Powers & Abilities Garp and Luffy are best fighters in the verse.

Garp and Luffy are the only top tiers that fight without a weapon using blunt force.

1) Luffy has never been trained professionally and was mostly self taught. He was thrown into a jungle and told to survive.

2) Luffy never trained his physical strength until Wano. Even his rubber body could not build muscle until he was in seastone cuffs.

3) Luffy is not a weapons user

4) Luffy has no fighting style, and no martial arts

5 ) Luffy was only taught the Basic of all 3 haki by Rayleigh.

Even Nika in the past used weapons as shown in his shioulette


Garp has no devil fruit and Weapon and is still able to compete with Roger and Whitebeard. He was only taught martial arts.



Meanwhile

Kaido, Big Mom, Roger, Shanks, Miahwk, Koby(taugh Swordmsanship) all are weapons users. Some veven have OP devil fruit on top of that.

The Marine Admirals were all taught swordmanship and were seen using weapons in their younger day Zephyr movie. They were also taught martial arts( marine traiinign


Meanwhile, Zoro and Sanji were tuahgt professionally, given martial arts and swordsmanship lesson as kids.

In zoro case he was taught advanced haki concepts as a child + Swordmanship.

Then he was tuaght further im swordmanship by the WSS.

Zoro is an elite trained fighter. He is that kid who went to a special prep school then Harvard to learn under the worlds leading professor.

Sanji style is polished as fuck which is surprising given he was taught by an outlaw. His style honestly looks like the kind of stuff you would learn under structured training like the marine academy or a dojo
