He didn’t bother any of the other top pirates due to Oda’s insistence on keeping top tiers apart.
Can’t really blame the other Admirals since it’s their job to only move when needed, like when any pirates are dumb enough to come after the Celestials. They did it well, considering that the pirates stayed away (besides Kaido who got captured a couple of times).
