but I would think he is the weak line compare to Garp , Roger and WB ...

I don't think Garp can overhype 3 people : Roger , Xebec , Whitebeard ...

but there CAN be a case for Garp > Whitebeard but I honestly doubt it ... Sengoku and Garp both considered WB as strongest
but 4th best claim is great

Prime Chinjao has God Tier Attack Power with his drill technique, maybe even top1, but he is not that strong overall.
He is a "Elizabello" basically.

The flashback with Garp was implied that Garp trained to beat his drill in single punch, he didn't train to beat Chinjao in a combat. Those two things are completely different.
So Garp's hype never faded or something like that.

Sengoku too said that WB could destroy the world & all of them might fail to stop him
Not to mention that WB himself didn't seem to consider Garp his Equal in MF

And he didn't consider them able to stop him
