No it isn't. Yes, there is a Toei Phils, and they do contribute a lot to "correcting animation" as well as doing a fair bit of their own animation from time to time, but they don't literally animate 70% of the show.

The opening animations aren't usually handled by Toei Phils. Its usually inhouse toei animators in Japan, or free lancers.

They do a lot of work in the phils, but they are more of an outsource studio. They appear on most episodes, but they do a lot of 2nd KA stuff and inbetweener stuff as opposed to key animation. This is not to say they don't do key animation. Some of their key animators are actually notable as well. Dennis Cablao did a really cool bit of sword action a little while back for Zoro vs Kyoshiro and he is one of the better animators in toei phils.
