Honestly, I'm not sure, it's atleast possible Sou'ou and Shiryuu could put up a fight against the Seika commanders, Riboku himself even acknowledged them and this was like 2/3 years ago (in-story time), it depends on where we scale them.

Ousen sama bullying Riboku's centre army with the crane formation is one of his most badass moments. He was legit reading and predicting couple seconds into future positioning his men accordingly. SBS hasn't fought a beast like that ever.

The historical records are sparse on names and details. If Hara wasn't comfortable inventing generals for the other states, this series would look wildly different. Not necessarily worse, but very different.
