Shin being promoted to General was a foregone conclusion. The real question is are they gon promote my boy General Ousen to GG. The dude is an absolute beast, him having a shady streak ain't actually that bad given Great Generals like Karin and Riboku have been playing both politics and warfare for years now.
At the end of the day the credit of the success of Western Zhao campaign as whole should go to Ousen.
Those dudes were not Generals at the time. If you check Banyou arc, Ouki himself says his vassals are talented enough to rivals some of Xhaos generals. Though it's never stated that Rokuomi and the rest of the gangs were actually generals. At least they made that very clear with Ousen's army.
Renpa is different. The people serving under him made their names way before they joined him aside from Rinko.

The manga starts off by showing many Qin citizens making their way towards Retsubi, Ryouyou and Gyou. It's been 5 months since Gyou has been conquered and Qin has been sending citizens to occupy the area in the Retsubi-Ryouyou-Gyou triangle nonstop.
Kanyou:
Karyoten came to give a report to Shouheikun about the Shukai Plains but came early so that she could talk a bit more. Mouki says he and Shouheikun have gotten really busy since the army came back and Ten tells him about the Gakuka adjutent's death. Mouki heard everything from Mouten already and says even tho Mouten wanted to kill Houken with his own hands he didn't have the strength to so he's thankful Shin did it in his place. Mouki says it wasn't just their gramps who passed and they both agree to keep moving forward. Then he asks Karyoten to show him what the state of the territory is and pulls out a map. After Tou's army went to Retsubi the Gohoumei army took the chance to take back Sanyou in their absence. Tou's army came right back after taking Retsubi and has been in front of Sanyou since. Karyoten says it was worth it for the reward they got instead. Ten worries that there might be civil unrest with the new Qin citizens going to Zhao territory and to fight that Rishi was sent there to maintain order. Ten says the next thing to worry about is the Zhao's next move. As Zhao has set up their defenses at Kantan the Ousen-Kanki-Yotanwa armies set up by the border as well. Mouki says the situation is good because Riboku's still locked up. Ten realizes that the time to take Kantan is now and Mouki says he and Shouheikun knows so Shouheikun started devising a plan. Mouki says there are other things they still need to do including the rewards ceremony.
Shin is shown to his waiting room and when the attendant says he can change here Shin says he has no other clothes. Sei visits him in his room calling him "Ri Shin" and says it's the same feeling as in the past. Sei says it's finally time and says to meet in the courtroom.
Rewards Ceremony:
As the Supreme Commander of the entire Qin force Ousen received the No.1 Special Reward. Yotanwa and Kanki both received a comparable reward each for their efforts which Bajio and Maron came to receive in their place. They call Ouhon, Mouten and Rishin to the front together. Because all of the HSU wasn't allowed into the court they were waiting outside to which Ten set up a line to relay the message right away.
"5000 man commander Mouten of the Gakuka took command of the 20000 left wing after saving them from annihilation and continued to fight the 30000 strong Zhao right wing led by Kisui for 5 days to maintain a stalemate. Mouten's efforts have contributed greatly to the victory at Shukai Plains. As such, he will be rewarded the No.1 Special Reward!"
Mouten: "Are you listening, gramps?"
"Continuing! The Gyokuhou's Ouhon while also being a 5000man commander showed great bravery as an independent commander and following the commander Akou's fall became a pillar for the right wing. He has also slain the Zhao right wing's symbol of martial might Gyouun in battle. He will also be rewarded the No.1 Special Reward!"
"Third is the Hishin Unit's Shin! Another 5000man commander who along with Ouhon became a pillar of strength for the right wing. He has also slain the Zhao general Gakuei and slain Gyouun's fellow commander Chougaryu! A...and....also..at the end he..(the tears won't stop) THE ONE WHO HAS SLAIN OUKI AND DUKE HYOU, HE HAS SLAIN ONE OF THE THREE GREAT HEAVENS HOUKEN WITH HIS OWN HANDS!!! As such these three...these threee...WILL BE AWARDED THE STATUS OF 'GENERAL'!!!"
The HSU gets the news thru the message line and everyone celebrates saying it's the birth of the new general Ri Shin. Mouten asks if Ouhon's feeling touched to which he replies it's nothing. Shin simply chuckles.
