Yeah Shin shouldn’t have been able to beat Houken it was stupid. Even max weight and experience and skills Ouki sweat and had a great fight with Houken. Shin was light years of that level during the shukai plains, he was still learning to wield Ouki glaive lol.
Shin is strong but he is not god like either.
Renpa, Moubu, Ouhon, Kouen, max power Bananji, likely SBS, Man U, Gaimou are still a threat and some of them still higher than Shin

No, not really since;
I) Kingdom is not like Dragon Ball where power levels have to constantly be on the up with no max ceiling to power level. Once Kingdom characters hit the top tier, they do not get any stronger and everyone in that tier can give everyone else a good run for their money.
II) Kingdom is not like One Piece that has set antagonists that are always introduced years in advance. Yeah, big historical names like Riboku, Kou En and Shibashou are introduced in advance but Hara also whips out powerful characters like Man'U, Gaimou, Ranbihaku and Gakuhaku Kou whenever the story needs such characters to provide a challenge to the cast.
III) Even if Shin can 1v1 everyone in a fight, that still does not complete his goal of becoming a Great General. Shin being able to 1v1 Gohoumei is not going to help him defeat Gohoumei whatsoever when the latter is always going to play tactics and never willingly enter combat with Shin.

Ryuhaku and the HSU go head to head as Ryuhaku tries to get past and Shin tries to stop them. As Ryuhaku displays his strength and tells the HSU to get out of the way Shin intercepts him calling him an idiot for thinking he'd let them thru. Shin tells the others to leave Ryuhaku to him. Kohaku and his unit sees that the Ryuhaku unit has stopped despite being right by the Kanki Army HQ. Kohaku sees the HSU flag and announces that that's the HSU who took down Gakuhakukou from Eikyuu. He tells his unit that they will distract the HSU and let the Ryuhaku unit go to Kanki.
SSJ and his soldiers sees that the two units that were sent out are getting smaller. A soldier wonders if they will meet their end there and SSJ says not yet. As the HSU is taking down the Zhao the Zhao do their best to keep the HSU busy as they go down saying they'll leave it to Ryuhaku. The HSU is having a tough time despite having the numbers advantage and Rei says her sword feels heavier than normal. Kyoukai tells her that it happens sometimes it feels unwilling to go into the priestess dance. Rei can't believe it and tells her sword to get it together. The Kohaku unit creates a way for Ryuhaku and Kohaku tells him to take Kanki's head in revenge for Kochou for him. Ryuhaku says it has been an honor and Kohaku says likewise.
Ryuhaku goes thru the pathway and Shin decides to give chase and leaves the area to En-san. Rei asks why he's going when Kanki is trash and it's a good thing. Kyoukai says it's frustrating but they can't let that happen and gives chase after Shin. Rei says she wants to go too. Ryuhaku gets close enough to see Kanki and Kokuou has her troops shoot arrows at him. Despite getting shot the Ryuhaku unit pushes thru and Marron sends the Zuma clan. Kokuou tells them to capture the leader alive since he's the one who captured Raido. Marron thinks now's not the time. Ryuhaku keeps pushing thru and says Kanki underestimated him. Kanki stares while Kokuou says that's what they should be saying and Marron asks Kanki to leave. As Ryuhaku attempts to get to Kanki Shin appears and Ryuhaku swings at him while asking how long Shin is going to get in his way. As Shin is about to take him down Kokuou yells to not kill him so they can do the same thing they did to Raido. Shin takes down Ryuhaku, the Zhao are grieving and Kyoukai notices Shin is struggling.

Houken wasn't the levelcap since we have yet to explore the remaining five states though. Still even in Zhao, SBS is an example that there could be a large number of top tiers who prefer to remain anonymous or are, just like Kouen, still kept in the shadows for plot reasons.
Based on that there wouldn't be any issue for Hara to introduce fuckton of Generals that could still wash both Shin and Houken at any point in story, that was crystal clear the moment a minor shithole city no one even knows its name had someone that tossed Moubu around like a baby lol.

Regardless how many top tier martial level generals he introduces Houken was still regarded as the peak of purely martial, could have had Kyokai highlight the wounds more to make Shins win more reasonable, man was literally worn out from the entire war.
That entire section could have been written in a more believeable fashion, it was far too shonen like.

Reading the summary seems like they wanted to torture Ryuuhaku, looks like Shin didn't let them have that satisfaction on doing that.

Hara write shin to be only good with fights nothing else .
so if he let him reach the top half way of the series 🤔 then what's left for shin to improve?!

Karin and Ri En have also been restoring Chu into a nation of greater strenght than before. It was said that Chu had yet to utilize the full potentials of its resources.
Given the strenght of the guys we found in Juuko alone, I don't have doubts that there are other lurking monsters elsewhere. Well I wouldn't have doubted that either way. The position of being a general in Chu has also been given particular hype.

If Shin were the GG he would utilize all of his armies to conquor atsuyo and then Riboku would sneaky attack him and annihilate his army lol

It's actually thanks to Shin killing Houken being bullshit that we can be confident there would still be a lot of future Generals even stronger and more difficult to kill lol.
Houken was a crystallization of martial skill but he's still a whole different case than other Generals because he himself admitted he's unable to surpass someone weaker and less talented as he was handicapped by his obsession with being a martial god and Hara made it clear martial strength is not the only factor in duels, that's why Riboku said the strength that does not come from being martially superior is what stand diametrically opposed to Houken's.
Hara saved his neck by allowing characters to access a second source for strength at the cost of providing a ridiculous and bullshit explanation for it, Houken "following the path he had chose to walk in order to elevate mankind which had never even existed in the first place" led him to try and transcend humanity by eliminating that second source of power, and that was highlighted by Riboku as the contradiction that led to him getting slain by Shin. It's not because Shin ascended to top tier-level or because Kyoukai's help.
