We shouldn't be surprised that Ousen can whip out some new Generals quick. Ouhon has stated that this is a strength of Ousen and his army.
As for the designs, I can actually understand reusing Makou's design. Bloke was barely around for a handful of chapters. Weekly readers that don't reread arcs have probably forgotten his face.
Having someone that looks like Akou replace him is a bit on the nose though. Unless it is his son or something. Lol.
