Yep it makes sense when you consider she is more of a Warlord King than a General. She has her own hidden council that steps up if she were to be killed or injured. Basically to ensure her mountain kingdom continues and doesn’t collapse. Lol

I always saw Yotanwa as more of a morale raiser than a strategist, though she is good enough strategically, her being assisted by this council is fine. Not like she has formal military training or anything like that.

I don't mind there being a council of advisors for a king. It doesn't make sense for there to be absolutely no chain of command. The Mountain Tribes are a civilization, not a collection of hunter gatherers.

Revealing the hidden council to us beforehand defeats the whole purpose of them being a hidden council. Lol
