I legit don't understand why Hara downscales some of the character's stats. Like you can upscale or keep the same stats sure, but why downscaling it? Especially on already deceased characters like Ouki.

Ouki’s strength being equal to Renpa and Gaimou is where he belongs. Lol

Nah he should be relative to Renpa and Gaimou, he shouldn’t really be above them.

The problem with these stats still remain that if someone like Ouki at 97 can beat someone like Houken who is higher than him, these stats still effectively mean very little and are ultimately pointless.

But these new stats are at least a step in the right direction.
