Yeah it’s a belief. Judaism is more focused on actions in the present life, there isn’t a definitive belief regarding the afterlife. Apart from a vague notion of the “World to Come” which means different things to different people.
Personally, I don’t know for sure what comes after death. But I have faith that whatever it is, it will ultimately be good. It’s ultimately part of G-d’s plan, and we don’t need to worry about it.

It happens often because there IS an underlying movement that promotes nazism which radicalized some people into committing mass shootings.
You can’t call it isolated when all of these guys believe the same thing. It’s not coordinated or centralized, like Al Qaeda/ISIS. But it isn’t isolated.
