Because racism - despite what we learn - is a very specific system of domination that is linked to the concept of whiteness and white supremacy. Racism was (and still is) developped and used as a tool to subjegate colonized and racialized populations, dominate & exploit them. So what you are talking about is discrimination like they have always existed, not racism that is very recent historically.
