The state will have to follow them. after a state passes a piece of legislation, the governor has to ratify it. Once its law there is no way the state can realistically avoid enforcing it. If the legislation is well written and has as few loopholes as possible, the state will be pressured into implementing them. If New York was to pass a law to create a universal healthcare system, the pressure from the people of new york would bee too much for the state to try and slap it down.
