I don't know about cyberpunk, but in such a setting there is almost no charity, the charities will be run by either businessmen in the shadows or criminals.

At best what I could find are enclave of self developping populations.. and very small groups of people in town that could help eachothers.. but you would need to know some people for that

Societies are more and more progressive and allows LGBTQI+ to get out of the closet, explore their identities and/or emancipate from their environment which explains the growth in term of number of cases.

It's the media. People get exposed to same sex relations in cinema,music,soap operas,etc... and a portion of them will adopt that life style cause they think its in fashion or something. I remember seeing some 7 year old girls kissing and talking about some lesbian characters in a soap opera back when i was in high school. Sexualization at an early age is pretty much the standard now.

Partially due to the fact that you're less likely to get murdered in the street for coming out. Other factors are the youth's need to be different and feel unique, which is why they create identities and trends on the fly.

As time went on, being LGBT was seen as a sign that you are oppressed and special, while being straight or white is seen as problematic.
