Ofc they can be, but I don‘t see people coming out like “Yo guys, I‘m scum!“ . Ofc hostile Indies can claim harmless Indie, too, but with Ratchet‘s claim he declared war on Mafia and all Indies with kills. Since this is Multiball, too, him being scum makes even less sense.

I believe he‘s just Indie, harmful or not, but he should be left alone for the time being.
