Who are the Gorosei?

The Gorosei are a council of the five highest-ranking Celestial Dragons who acts as the public heads of the World Government. Each of them has their own ministry to be in charge of, such as Finance, Agriculture, Environmental, etc.

All five of them served directly under Imu, who is the King of the World that sits on the Empty Throne.
