Fujitora doesn't always have his Haki on. Luffy had to inform him he was being cheated out of money at the gambling hall. Also, when he left the gambling hall, he got yelled out by a citizen because he bumped into them.
Katakuri just turns his Haki off and on, nothing more. If Luffy can fully replenish his haki, after resting for 10 minutes, then Katakuri is not going to burn through all his haki when he's using it situationally.
Big Mom's Iron skin is not Haki. Hardening is black. Invisible haki creates a barrier. If it was invisible haki, attacks wouldn't even touch her body. Bobby Funk has Iron skin as well. If I had to wager it a desire, I'd say it has something to do with the concept of desire, and manifesting abilities. Makes sense for both Big Mom and Bobby Funk. Ones a simple minded kid, who probably doesn't like getting hurt, and the other was a big softie, who disliked violence. That ability fits the personality of these two.
