The issue is Roger didn't conquered anyone or brought anyone down with his powers.
--Didn't beat WBP with a much superior crew at that time.
--Didn't beat shiki fair and square although shiki mostly had Roger as superior.
--Sneaked and took poneglyphs readings from BM rather than defeating him
He only beat rocks with garps help.

what separate monet as a logia to the like of aokiji and kizaru is that they have acoa beside superior physical state, the 6 great powers and potentialy awakening. To damage an admiral you need to bypass their barrier coa and to counter an admiral you need to counter their offensive coa, people with inferior haki cant do that and as such cant deal meanfull damage to an admiral. This explain why marco couldnt damage kizaru even when he matched everything else from him, jozu couldnt deal a serious damage to aokiji and couldnt defend himself from aokiji because of the later offensive flowing coa>jozu haki.
