We need to rethink the concept of top tier, with thesf new reveal kidd and law are nowhere near top tier, admiral have ryou or adcoa for max strongest attack and defense, yonko have conqueror haki and ryou. even blackbeard the devil fruit merchant has hardening coa at least and could get coc at any moment.
