All admirals have CoC IMO. When wimps like Katakuri and Doffy have it, it's hardly appropriate that the admirals don't have it. At the same time, I want at least a couple of admirals to not have it just to prove a point i.e., you can still become a top-tier without CoC.

Fleet Admiral is a higher rank than Admiral and by definition harder to attain. But Fleet Admirals are not stronger than Admirals, lol.

Caramel is literally talking about her strength. You can say Mother Caramel is dumb and doesn’t have intel (debatable) but to say she’s talking about prestige is wrong.

You do realize it’s never actually stated the admirals are equal in power. That’s headcanon.

There’s two main things that you can support that with and to be frank I think both are questionable.

1) Kuzan and Sakazuki were objectively close in power during during their 10 day duel. But this only tells you that Kuzan and Sakazuki were close in power, you cannot generalize it.

2) The three admirals were also portrayed as equals at Marineford. But that’s Marineford. So yeah.
