All 3 admirals - kuzan, kizaru and akainu were portrayed as equal and Kuzan vs Akainu proved this.
Only at marineford, the arc with the worst powerscaling in the entire story.

I am pretty sure it's just a reference to his status as an admiral, which is the strongest in the Navy. Ignoring that for a bit, even if they're right, it means they know Kuzan is the strongest and still pushed for Akainu, which proves my point i.e., you don't have to be the strongest admiral to be an FA candidate. They only used strength as a matric when they were forced to, and since this is the first time something like this ever happened, then we can conclude all the previous FAs were promoted via nominations.

No, strength is not a requirement for FA.

But they’re generally stronger in the same way that Captains are generally stronger than Lieutenants.
