The common belief is that they want to kill Loki, but what if they want to set him free/make a deal with him to kill Luffy?

From Imu's view, any mean necessary to kill Joyboy, maybe pin the two sun gods to a battle would be one theme to make it work?

Why would they kill Loki now of all times if their aim is to kill him? Do they want the old Warland Elbaph back on purpose?

It’s possible, the WG freeing prisoners to use as their soldiers has happened multiple times by now and it would definitely be a smart way of attacking Luffy without declaring war on Elbaf.

I highly doubt they can make Loki work for them, but tricking Loki to cause trouble in Elbaf is a possibility.

However I'm still on the belief that they want to kill Loki and get his legendary devil fruit.

I think their endgoal is to seize control of Elbaph and the Adam Tree, and if they can't do it, then "harvest" the Adam Tree by cutting it down.

In the end it might be some sort of conflict for ressources, and the Adam Tree wood might be better the older the tree is or so. That's why Elbaf.

I think Loki is just a stepping stone in achieving this.

They would have to go through the straw hats + other warriors to achieve that, they had all the time in the world to kill Loki in thr last six years more discreetly than now

Maybe ask Loki to defend their food supplies from the revolutionary army

Also like Kuma was asked to let them do experiments, Loki may be asked to let York inspect him to make giant clones
