Rayliegh PK RHM - 3.5-4 is about right given Zoros to Luffys Bounty and Marcos to WB and Kings to Kaido they are substantially lower and the Navy leaves him alone despite knowing his location they don't deem him a threat currently so the guesstimate seems accurate.

Id find it weird if he was higher then BM tbh, maybe higher then Shanks is fine since he just became an Emperor but BM has been one for decades and was a ''peer'' to Roger. To have a subbordinate of his have a higher bounty would just not feel right.

He'll be well over 3B, but I don't know if he'll have reached 4B.

Had he been the captain with his level of strength, his bounty would probably be somewhere in the mid-4B's. Same case as Mihawk.

That's because Roger pirates have books and journals about them
They are that famous for finding one piece

Anyway,

Oda has been clear :
No underling is having 4B+
Even those who are Yonko/Admirals have less than 4B cause they're not even superior to Shanks (let alone Rocks pirates)

Rayleigh 3.9B max
Oden 3.8B max (I think he will have 3.58B or so)
Kuzan 3.7B max
