3B+ is fair since there are currently 2 yonko having bounties less than 3.5B. He might be near Shank's bounty.

I was thinking it could be related to his name. Silver is the 47th element on the periodic table, so a bounty of 3.47 billion would be appropriate for his status while also following Oda's pattern of connecting bounties to something personal to the character. Seeing as Zoro's ultimate rival is actually Mihawk, I don't think Rayleigh should hold a higher bounty than him.

It depends on what kind of word play Oda can make with his name and numbers

Both Sanji and Nami stated in the previous arcs not knowing about the Yonkou and Admirals and we can see their reactions about meeting Ray. Ray's name is in canon a bigger deal not mentioning that he's a survivor of the Roger pirates that have all the knowledge about ancient history.

Minimum 3.5 to maximum 5B. I won't underestimate an old gen legend who was RHM of PK.

Sidenote, reading these kinds of posts is funny shit . Ray is a perfect example of a pirate who has achieved fame and lives off that fame like currency. I would not be surprised if it were 4 billion+ but I am a bit surprised if anyone thinks that's a measure of his strength.

Mihawk’s bounty is only 3.59 because he isn’t the captain of cross guild. Rayleigh isn’t even part of a crew and is weaker than WSS Mihawk, so his bounty will be lower than 3.59. Garp also was assigned around a 3Bil bounty from CG and he at least is part of the Marines and can command lower ranking Marines.

Rayleigh getting a 3Bil bounty would already be very high for him. I don’t see him exceeding 3Bil by much, maybe 3.1 or 3.2, but I could see him being lower than 3 Bil.
