No contradiction. There is a level above a king. Zoro will be king but Luffy will be above that.
Mayor --> Prime minister --> President --> King --> Emperor/Tsar.
It's like in Russia right now where you have Kadyrov as President of the Chechens yet Tsar Putin is above him. Or like with King and Governor-General Kaido.

Rocks commanded Kings himself. And there are figures who are able to be called the King of Kings and that is Luffy Roger and Rocks. This shows you how Special Luffy is to be able to have a crew like his. And this also shows you that Zoro was always able to stand on his own and with someone who aspires to be on top of the world Luffy is lucky.

Perhaps this is Oda suggesting his path to Godhood was yet not complete until he would beat King literally considered a God eventually. Enel was a fake God, not sure about King, but Zoro in on the good road.
