I'm going to explain this from my point of view
1) The Voice of All Things was critical to the process
- The Voice of All Things by definition contained the voices of everything in the world. As such, it is likely a World King ability achievable only by basically being in harmony with the entire planet.
2) What are the Devil fruits?
- They are Fruits + Voices. That is the simplest way to put it. However, each of them are comprised of the voice of a specific thing that exists.
- Things that exist also include the thoughts of humans: dreams, myths, etc.
At this point, it should be self-explanatory, no? Either Joyboy or Nika were involved in an experiment to extract voices from the Voice of All Things and "transplant" them into varieties of fruits so that they would enter the rebirth cycle to evolve naturally.
Is there a Devil fruit tree? No. Why? It's because we know for a fact that each of these fruits originally grow among a variety of them. Doflamingo tried to force Smile fruits to all work in 1 way like that and the Tontatta mentioned they were odd fruits that grew unnaturally. We can infer from this that to do it properly you can't just force them all to work with a single type of fruit-bearing tree. That's exactly what causes them to malfunction.
- The key point about that is Doflamingo's Smile fruits all looked like apples, but normal Devil fruits all have a distinct appearance and are cultivated from varieties of specific fruits.
- The more likely explanation is that there was an entire Devil fruit orchard as opposed to a single tree. You can refer to it as an Everything Orchard... kind of like an Everything Bagel.
- This is also supported by the Devil Fruit Encyclopedia because the Devil fruits always have the same distinct shape and variety.
So what happens when a new dream or myth has to be made into a fruit?
- That is the most mysterious part about this. Originally, when they had the orchard, there was a fixed amount of fruits, but as time went on new ideas and beliefs developed.
- Most of the other fruits already exist in an evolution format. That is, when whatever lived before the modern tiger was the previous version of the fruit. Let's say it was some weird squirrel-like mammal that eventually turned into a cat or whatever the ancient counterpart was eventually did. In other words, derivatives were natural.
- Non-derivatives, like Luffy's fruit, would have needed to appear on their own without intervention, so if a new idea or belief comes up, then a new shape and variety of fruit has to carry the new voice. This means that somehow something is causing that to happen. One of the only explanations is that fruits somehow naturally do this themselves, since the other explanation is that something changed how fruits in general work and included that element.
