He must have beat amateurs, veterans, fringe level, contenders and finally the one seen as WSS. God knows who that was, probably somebody that has yet to be introduced. If it is someone we have already seen or can guess there are only six possible candidates in my view
- Shiki
- Rayleigh
- Fujitora
- Garling
- V Nasajuro Gorosei
- Admiral (prior to Aokiji, whoever it was)
+ Known to be => Shanks who himself went on to become a well respected yonko

Major Reputations are pass down through the WG.
When you acknowledge that fact, nobody cares if some of the S.hs are not deem "real".

Seeing someone and fighting him are two different things. Mihawk said he won’t fight Shanks since he has one arm. Wano in a since is heaven for swordsmen as it’s filled with them.

Pirate King, WSS, WSM, WSC, Yonkou... they are all titles that are awarded by the general public.
The only title the World Govt. awards Pirates is the Warlord title.
