This is more of an Oda problem than a Mihawk problem.

Most of the characters in One Piece are like Mihawk. We have to believe what Oda says until we see Mihawk fighting on the panel.

Not only Mihawks but every other title seems to be bullshit rightnow.
So WCI Luffy wasn't as strong as Shanks?! :pepehands::peperain:
 
And what about Mihawk?

Imu wield a sword.

Gorosei wield a sword

Supreme Commander of God's knights wield a sword.

NON OF THEM WAS DEFEATED BY FRAUDHAWK

So yeah, MIhawk fought against Shanks and didn't won - that is best feature for WSS title.

Now talking about WB, it was stated that he fought against BM and Kaido for territories and this is why all of them became Younko.
Imu doesnt wield a sword. He only cut some pictures with it.

Gorosei and Garling are indeed swordsmen because they carry their swords with them. This automatically put Mihawk over them.

We dont know shit. He could have defeated them or not.

Mihawk didnt win against Shanks indeed but he is currently waiting for someone stronger than him.

We also had Ushimaru being 大剣豪 (Dai-Kengou: great swordsman). It's important because only he, Mihawk and Ryuma are called Dai-Kengou in every chapter so far. Zoro's dream is to become the strongest Dai-Kengou, we still had two other great swordsmen who were with Ushimaru and who were also defeated by Kaidou.
Zoro's dream is to become the "Greatest Dai-Kengou" & the "Strongest Kenshi".
And Kenshi means Swordsman.
To him, both are the same thing.
 
At least Zoro is facing top tiers and high tiers by beating most of them on his way to becoming WSS

But how did Mihawk become WSS?
(Don't bring up vivrecars nonsense when we know in the manga he didn't even fight 2 top swordmen beside Young Shanks, who was high tier to inbetweener at best when they battled.)

In the manga,
  • Mihawk didn't and hasnt faced any YC bar Vista at Marineford 2 years ago
  • Mihawk nerver fought any admiral and Emperor yet
  • Mihawk never fought any top tier sword user/swordsman
  • Mihawk never been to Wano, never fought any top samurai
  • No record of him beating any high tier/top tier ! Not even a Vet (known mid tier, Daz was fodder pre ts)
Like before becoming WSS, there's no yonko crew or WG record that he fought one of their best fighters nor the Yonko themselves
Even after becoming WSS, he's fought no legit swordsman /sword user and won.

Kaido and WB fought top tiers, inbetweeners and high tiers before and after becoming WS, they also beat some.
They don't have empty titles

Like who the hell or what did Mihawk do to become WSS?
The only answer is that they gave him that when they learnt Shanks lost his arm and WG needed to boost Mihawk as their new lapdog *warlord
Or Mihawk cut some country levo objet in 2.
By cutting big things.

If they show them S-Hawk mountain slash they would argue for S-Hawk as well, since mountain/rock density > ice density.

The answer lies in East Blue itself. It's just smoke & mirrors which drives that argument.

世界一の大剣豪 = Sekai-ichi no Daikengo = World's Greatest Swordmaster/Swordsman.
世界最強の剣士 = Sekai Saikyo no Kenshi = World's Strongest Swordsman.

Mihawk's been called both at different parts of the manga.
His Title Box in his Introduction chapter, Title Box when he was revealed in Reverie Arc & his Bounty Poster exposition - all called him the 世界最強の剣士 / World's Strongest Swordsman.

And both basically have zero difference as Zoro explained.

To him, becoming the WSS/WGS means that he cannot lose to anyone who is a Swordsman. Meaning the Strongest Swordsman, as simple as that really.

Does beating an unqualified Moriah demand we call him tha strongest? Does beating Oden because of a cheap shot/distraction demand we call him tha strongest? Does losing at gods valley demand we call him tha strongest?

What demands we call “king of beast” Kaidou tha WSC? Cause we not gonna sit hea and act like Kaidous ACTUAL epithet is the Worlds Strongest Creature….it’s King of Beasts. He’s tha WSC by hearsay

He gets called gouvernor general of Wano too
