The correct answer is Roger was in love with Big Mom. After stalking, he got a hint that she would be arriving at God Valley with Xebec. He got angry after seeing Big Mom in the arms of Xebec. So he decided to side with the WG and wipe out the Rocks pirates.

We should actually question why Garp is there as well. Everything we are told about his character says he wouldn’t be there unless he didn’t what was going when he shows up but he probably would’ve left unless something compelled him to stay

The weirdest thing for me was Garp being there too. Was that the start of his hatred towards the tenryuubitos?

Most likely Celestial Dragon summoned the marines to God Valley after Rocks Pirate attacked the same way they did in Sabaody Island.

Sengoku said God Valley incident is the reason he hates them so yeah.

The admirals are obliged to go, but vice admirals are subordinated to the admirals. Garp was probably "subordinated" to Sengoku, who would turn a blind eye to him as he probably did several times in the past. On top of that, God Valley was in the West Blue and Garp was a HQ vice admiral, something dread must've been happening for him to be there.

One possible explanation may be that Sengoku wasn't an admiral yet and/or another admiral (Garp's superior) was escorting the tenryuubitos in the Native Hunting Competition. That would explain Garp's involvement and Sengoku's absence (he wasn't mentioned in the God Valley Incident so far, so that's a possibility).
