Doubt it imo. If Luffy wasn't there to recruit Zoro, he would still be a bounty hunter and will get executed by Morgan right there on the spot. And Zoro needed Luffy to be the WSS just like how Luffy needed Zoro to become the PK. Mutual relationship.
