Side characters are the backbone of any good show they breath life into a series and are more often than not some of the most developed best written characters in their respective stories.
I’m good with it, keeps it interesting for me. There’s nothing left about the main characters that I want to know (apart from how they handle their future and grow).
One Piece is too big of a world for the Strawhat to hog all significance in entirety; it's why I love what Oda did with the collosem fighters in Dressrosa as what point would there even be in a famed other sea if more people of significance and rising stars weren't introduced and couldn't do integral things?

It's good when Oda takes the time to write them properly and integrates them into the story instead of throwing together a few flashback chapters before never hearing from them again for the rest of the story aside from a couple of cameos.
The story can't revolve only around the main cast. You need to make other characters important to the story. Just don't be mistaken about their role in the serie.
I see some people taking a liking to some side characters and then have high expectations of said characters. It doesn't work like that.
Some characters are meant to stay irrelevant. Even relevant characters won't always shine anyway.
Depends on what you mean. Personally believe that Oda at least post-time skip has kinda overdone it in terms of the sheer amount of newly introduced characters. Like, just as an example, the nine scabbards. I don't hate any of them but I don't need nine guys I kinda give a shit about over like 2 or 3 guys I actually really like.
Quantity over quality is what I would describe One Pieece post-time skip side characters with.
