Oda said something about Kaido’s club being unranked but it will become legendary in the future, have Ragnir be a hereditary weapon from Elbaf that falls in the same category.
If he needs to stick to it being blades then fine, but I don’t see much problems with Ragnir being an exception. A weapon so well made it is considered one of/on par with the 12.

Ancient Kingdom Technology imo. We know that the giants fought alongside the ancient kingdom, as such there’s probably some kind of ancient kingdom lightning rod that is triggered by impact and brings forth a bolt of lightning
