Fishman Island being overrun can simply mean that Luffy is responsible for it's "destruction" as a result of the new war that is about to take place. Then, the World Government can fall as a result of the war. The dreams of each of the crew can occur as peace takes place throughout the world. Did I miss anything? Luffy can become Pirate King as a result of winning the war- and the final fight will take place during the end of the war.
Pretty sure there isn't much of an issue with trying to wrap everything up. The REAL issue was that the writer, Eichiro Oda, believed this could be dragged out for 20-40 years like Berserk was and we all know what happened with that~
Sidenote: Did you ever think that it was possible that the prediction the shark woman made about Luffy destroying Fishman Island could be interpreted incorrectly? What if instead Luffy is actually LIBERATING them when he's doing that by creating a new place for them to live when that is happening- and who is to say he is the one who caused all the fire and stuff like that? The most likely prediction for it is that he is in the midst of an ongoing fight with someone else when they are attempting to destroy Fishman Island and he's protecting it?
It never made sense for Luffy to be standing in front of a flaming/destroyed Fishman Island. I don't think anyone ever thought he would really be responsible for that. It ALWAYS had to be something else.
