What does Cobra have to do with anything here? I was talking about Mihawk being interested in Luffy, observing him, testing Luffys fate. He clearly has some knowledge most likely from Shanks about these things.
As for PK title, it is below WSS in pure power scaling perspective.

Whether or not Mihawk ever wanted to be the pirate king is unknown; but we know Mihawk respected it enough to show up to Roger’s execution despite having no connection to him.
Mihawk was a pirate during Primebeards era after all, I feel like Mihawk has to know what level of strength the previous pirate king must’ve been to obtain that title.

It was not like that for Roger, for sure, but Luffys and any pirates journey after Rogers execution is different, even more so after WBs death and his message before it.
We even have Shiryu saying that there is a possibility that the WG themselves have got one of the four Road Poneglyphs so as to stop the OP from being found.
We also have BM saying that she could become PK if she got alliance with Giants of Elbaf or the latest of Kaido and BM forging an alliance to take Ancient Weapons and finding OP.
We don't know that much of Rogers journey but his and anyones after him are different because it seems that he was the only one who managed to get to Laugh Tale after a very long time, possibly the only crew that ever found OP since Void Century.

So He is Extremely Important to the Lore & it's why it's so Important for him to be Zoro's Endgame Opponent
Just like Poneglyphs, They are Robin's Dream & They are said to reveal Void Century, but then it was revealed that there are Special Poneglyphs for finding Laugh Tale, so expect to see all of SH's Dreams to actually be related to Laugh Tale in one way or another, and Zoro's Dream is No Exception, Mihawk is from Laugh Tale (Doesn't mean He knows what is One Piece though)
