Depends on what u mean. Extended battle and gag scenes? Countless. Pure filler episodes or part filler episodes that just are completely non canon. Probably 20% I mean one piece is almost entirely filler anyways but for the sake of answering🤷‍♂️

I voted for 50% without much thinking. I won't analyze that much for this thread I'm not a youtuber to make a content about it.

By the top of my head there is much thing on One Piece that it is meaningless.

Things we care about:

• Haki
• Devil Fruit
• World Structure(division of seas, continents)
• Void Century
• Key events from the past like Ohara, God Valley
• Characters backstory
• Most important organizations structures (WG, Marines, Shichibukai, Yonko and the pirates that are currently on narrative)
• Weapon Structures (so far only blades have this)

Things we don't care:

• Characters that doesn't matter to the story (either the main lore or the current arc, for example some supernova like Hawkins, Bonney, X-Drake or even Yamato)
• Irrelevant World Structures like Calm Belt, hypersized Sea Kings, crazy and weird weather either from Paradise or New World seas.
• False information like East Blue being the weakest sea, CP9 being top agents/killers of the world, Kaido Defeats and arrests.
• Fake deaths.
• Fake Defeats.
• Retcons like Luffy DF.

Yall read 1000+ chapters of One Piece and don't know what filler is? Perfect example of filler is Yamato. Paperchampion will consider Yamato writing to be A+. Another example of filler is pretty much almost all of Egghead. Strawhats gets separated, then reunite, then separated again, then we have characters passing out because of bugs, crying asking the same question nonstop of "what happened to kuma" instead of just showing us kuma's backstory he extends it for 12+ chapters, traitor plot lasting multiple chapters instead of showing us, then have characters fight, then pass out, then wake up. Filler is unnecessary drivel that can be removed without any lost of information to the story. Not hard to understand what filler is.
