The newer the character, the less likely they were part of the original plan. Mihawk was introduced very early and so if Oda said he was the WSM then he might have been at that time but Oda might have changed the power scaling later. I think Whitebeard was a filler character and I don't think he, or the other Yonko besides Shanks, will be important in terms of the overall story.
