Character Discussion How would rank One Piece villains as sympathetic characters ?

How would you rank the various main antagonists in the story in terms of sympathy or at least empathy or pity inspired to the reader ?
Which OP villain is the most sympathetic or tragic and who is the most despisable and repulsive as a person ?

Teach
Doflamingo
Big Mom

At least going by both their personalities and their objectives

Doflamingo and Arlong are definitely the most sympathetic. Maybe Kid Linlin too although she's definitely responsible for her own actions and sadism at this point.

Hody Jones probably would have been sympathetic if Oda didn't make him into a Strawman.

The Marines are sympathetic when you remember that the Majority of the Pirates in One Piece are assholes and that The Strawhats are a very small exception.

Blackbeard is less sympathetic and more relatable, you understand why he does what he does. Although this might change as we don't know his backstory.

Crocodile Enel and Kaido are more of Assholes who are products of One Piece's Dog eat Dog world. Lucci too. They aren't sympathetic but more understandable

Sympathy is kind of a weird thing in OP. It's all dog eat dog so you don't feel sorry for most of the adults.

Orochi is a rather sympathetic character, he makes a deal with the devil to get his revenge but has to become a devil himself to survive
