Wouldn't be fair for the the revolutionaries to come. The holy knights are already going to be dealing with panic attacks seeing Jimbei who used to be on fisher Tigers crew. They'll probably have some deaths from heart attacks while some will only faint. And seeing Kuma who also utterly humiliated the celestial dragons wouldn't help

We canโt say, it is too early. It is highly unlikely they would mobilize them all, but if they do we know for sure that there will be another party show up here. Shanks is out of the question, which leaves Revolutionaires and Blackbeard. Only other card is Shiki roaming around the island, and it is possible that Shiki working with Strawhats is enough. What I think we are looking at, hopefully, is going back to a matchup for every Strawhat to have a 1v1.
Blackbeard did mobilize in the narrative while the revolutionaries had a meeting. From a storytelling perspective, Blackbeard is more likely, but there is already the connection made between the RA and GK that make that a distinct possibility.
