Cracker has just basic hardening and was overwhelming Luffy who is an experienced regular armament haki user at that time. Vergo has mastered armament haki (2nd level) can still overwhelm higher level users. It’s about the pool if haki and how you use it

Just won't gonna give fodders (e.g. Marine captains who helped slowing down Birdcage, Tashigi, Koby, etc.) Haki to explain why the rest of the SHs still doesn't have it to this point...

Haki is not the problem, main problem that author didn't even do anything to show that haki exactly worked as it should be.

Its shows that Logia users cant turn their body in to a element automatically but if a character trained enough they can do it on reflex(crocodile).

If lucci had CoA luffy would be dead after this.

So ever other time luffy gets hit by a attack with CoA and he doesnt stretch is some how different from if lucci was hitting luffy with CoA.

Chief, you're going to have to try harder than that. Vergo literally KOs smoker with Haki and Smoker still remains Smoke until he reforms.

Luffy literally grabs smokers smoke arm and throws him as Smoke.

Caesar literally smokes out of Luffy's Haki enhanced punch.

Haki means the punch will hurt, not that it'll disable your power.
