Akainu is by far the worst. You don't like Garp, but how can you like someone like Akainu? 
Akainu is portrayed as an unyielding, lawful evil antagonist that is driven by his beliefs and his conviction to carry said beliefs out and guess what? It all checks out.
Besides, if you supposedly like characters based solely on their morals and personality then how come you like Linlin? She is pretty much the most unashamedly evil individual in One Piece.
Akainu does everything he does for the greater good, and as a marine, he’s more effective at his job than literally anyone else. He killed hundreds at Ohara to save millions, and acknowledged the sacrifice. He killed Ace because it was his job, and also with hopes that it’d prevent many more PK hopefuls, again, saving lives. He killed deserters to retain order in the marines. Not a single action he took was out of bloodlust or selfishness, all of it was for the greater good, whether you agree with his methods or not.
Linlin is the complete opposite. She kills her own children when they don’t fulfill her orders. She takes pleasure in torturing, crippling and dismembering people, even former allies who simply want to peacefully part ways, literally turning it into a game for her amusement. She imprisons people of rare races, putting them in her own personal zoo. And every action she takes is to further consolidate her own power and expand her empire, with her ultimate goal being to rule the seas. She gets way too much of a free pass for being young and naive as a kid. She’s not a kid anymore, she’s a diabolical, cruelly clever despot.
