I that Hinrigi guy is the guy who ended last chap and was a Mafia member for the guy who was the half brother of the King. He has the hatsu to turn things into animals but maintain their properties.

They were fighting Morena's goons. Seems like thats still going on.

To be honest, I hope these mafia conflicts boils up to the upper floors. Otherwise, it'd be silly to spend time on them.

I can see Mizaistom making links between the mafia's and the princes. He'll try to arrest the princes in question, and some will refuse and fight...

This or the mafias literally go havoc.

Yeah, the Black Whale is a barrel of gunpowder waiting to ignite.
Personally, I like the theory that everybody on the Whale is part of the sucession ritual as a sacrifice, and that the current King is also a player.
