General & Others I’m unable to comprehend the narrative purpose of making Rocks this OP

I just need someone to break down to me the narrative purpose of making Rocks this overpowered and even more powerful than Roger.

Normally in a Shonen, the iconic model character is usually the strongest in tbe verse(Roger, Mihawk in the case of Zoro and Shanks) the only two that break this rule are Naruto and One Piece.

Why create a character that’s already dead and make him more powerful than Roger?

What purpose does this achieve exactly?
It’s not raising any stakes because he’s dead anyways

Can someone please explain to me? Or am I just not smart enough to understand storytelling?

It's because Joyboy/Roger/Luffy embody the Light elements of the Ancient Kingdom (Sun God = Nika), while, on the other hand, ?????/Xebec/Blackbeard embody the Dark elements of the Ancient Kingdom.

The war that is still ongoing included more than just Imu and his centuries long reign as Shadow Ruler, but it also includes the participants in all the activity back then. This may include both Joyboy and the ?????? character.

Xebec is at prime when Roger and garp isn't in the flashback.

Roger , Garp , Whitebeard will hit their prime during God's Valley or afterwards.

That's the sequence usually go.

You think Prime Roger can't do what Xebec has done so far?
- Kill an Admiral? Easy.
- Beat a number of guys in Davy back? Easy.
- Sneak in Mariejois and Meet imu and run back? Easy , even Sabo came out alive

Bro would probably even Take Harald as Crew mate.

Never is the iconic one the strongest.
The epitome of martial arts in dragon ball was Roshi who was far from the strongest in even OG Dragonball.

Rox is already dead but he shows what Luffy will surpass. Rox was able to create the ultimate crew and challenge the world and fail because his crew failed him. He didn’t have the power Luffy does that makes people want to fight for him. That’s the point Rox exists to hype this ability

1 - One Piece works on a specific type of fuel - Hype, Oda constantly needs to raise the bar.
That is why he made Oden and Kaido stronger than Roger as well, because Roger is old news and irrelevant.

2 - Rocks is not overpowered, he is nothing out of ordinary. Even if he is stronger than Roger, they are in the same ballpark.
Rocks is only overpowered in terms of his crew, it had ridiculous potential but they were all in the earlier years, before their peak.

3 - Roger was never the "iconic model character" you thought he was. He was simply the first hype device used.
Roger has long lost his worth because many stronger characters have appeared. And we are nowhere close to done with them.

I get that Rocks is strong, but I doubt he's that much stronger compared to the likes of Roger/Whitebeard/Garp who were probably not at their peak.
If I were to compare him then the gap between Rocks and 39 yo Roger would be something similar to current Shanks vs current Luffy.
