Luffy has been known to behave quite inappropriately. His crew regularly points it out. I believe this is because Luffy's design as a main character involves symptoms of ADHD. This is probably true for both Naruto and Goku. Though Boruto doesn't seem to share this trait and is therefore less interesting as a result.
What are the symptoms of ADHD?
1. Impulsiveness
2. Inattentiveness
3. Hyperactivity
Luffy obviously demonstrates all three symptoms on a regular basis. In fact, his entire character is designed around being free to do what he wants to.
Conclusion: Luffy is an ADHD kid who gets upset when he's told he can't do something. This is why he has an entire story based around him defying authority. He's a menace to society.
Here's a challenge! Name one island that Luffy went to that he didn't cause a ruckus in.
Basically everywhere he went.. he disrupted the peace, he broke the laws, and he fought the person in charge of everything. What a brat he is!
