Though the greatest scientists in the world, such as Vegapunk or Caesar Clown, would still be able to achieve futuristic accomplishments such as robots/cyborgs and artificial Devil Fruits.

The Emperors possess the individual power and martial arts to easily defeat Marine Admirals, executive officers on par with Marine Admirals, second-grade officers, fleets of ships and thousands of soldiers.

- "Whitebeard" Edward Newgate was the World's Strongest Man. He was a 21 foot tall muscular man at the age of 72. Having mastered and Awakened the Tremor-Tremor Fruit, he was renowned for his destructive capability and creativity. Along with Big Mom and Hundred Beast, Whitebeard was one of the few people who could match Gol D. Roger in his prime. Whitebeard was supported by first mate Whitey Bay and the 16 Division Commanders, with each one leading 4,000 soldiers. His strongest Commanders were Marco, Jozu, Vista, and Thatch. Thatch received insignificant injuries when Blackbeard stole the Dark-Dark Fruit.
- During the Marineford Arc, he would at least suffer 267 sword wounds, 152 gun wounds, and 46 rocket wounds. All enhanced by Haki.
- "Big Mom" Charlotte Linlin is the World's Strongest Woman. She is a 24 foot tall muscular woman in her late 60s who mastered and Awakened the Soul-Soul Fruit, enabling her the manipulation of souls including her own. By manipulating her own soul she acquired the ability of eternal youth, keeping her body in the prime condition of her early 30s. Big Mom has the most versatile arsenal, with no one else coming close. Among many other skills she incorporates superhuman physical strength and martial arts, top-class swordsmanship in the realm of Roger and Shanks, Elbaf swordsmanship learned from ages 2-5, her spear Gungnir, and the Logia-like abilities of her Special Homies. Nurturing a New World veteran family of 51 children, Big Mom leads an expansionist, monarchic empire separate from the World Government. Her empire Totto Land is growing to this very day, even including islands in the Blues. It is supported by first mate/advisor Streusen and her all-female Four Sweet Commanders: Perospero, Katakuri, Smoothie, and Cracker. Big Mom also controls Elbaf's army of giants.
- "Hundred Beast" Kaido is the World's Strongest Creature, former slave, and the former apprentice of Rocks Xebec. An average-sized human in his late 60s who mastered and Awakened the Snake-Snake Fruit, Model: Yamato no Orochi, a fruit given by Xebec. The Mythical Zoan bestows Hundred Beast with regeneration, flight, eternal youth, control over gravitational and atomic energy, weather manipulation, and Paramecia-like control over the elements. His mastery of the fruit enables the unique ability to shift into forms other than a Zoan's usual three, and usage of powers in his human form. Having rallied a tight knit following of World Government research subjects, mythical plants and beasts, persecuted/downtrodden humans from all walks of life, more than 200 islands of different races, and the archipelago Wano Country's Samurai, the Emperor plots to destroy everything about the World Government. Hundred Beast has procured Artificial Devil Fruits produced by Caesar Clown, and is supported by his Four Calamities: King, Queen(female), Barbatos Oni, and Jack.
- "Red-Haired" Shanks is the female Chief of the Red-Haired Pirates, the daughter of Rocks Xebec, and the former apprentice of Gol D. Roger. She was the youngest Emperor prior to Whitebeard's death, and ascended to the position by usurping "The Golden Lion" Shiki and specializing in Underworld trade, enduring constant battles and adventures prior to obtaining the title. Shanks engaged Mihawk in regular sword duels, but eclipsed him by the time she killed Shiki. She would be supported by first mate Benn Beckman, second mate Lucky Roux, third mate Yasopp, and fourth mate Daddy Masterson. Shanks has no Devil Fruit.
