Fear then people will gather into groups to protect themselves and within those groups there will be some kind of laws. Then wars and alliances and in the end a new state will be created that would prevent crimes and enforce order.
It would be chaos for a while, then a new society or multiple ones (more likely) will emerge form the chaos with new laws (written or not). It won't turn out to be every man for himself in the long run.
